Why other chargeable income matters
Singapore resident tax is progressive. The estimated rental tax is the tax on total chargeable income minus the tax on your other chargeable income alone.
The 15% deemed method is generally for qualifying tenanted residential property held personally. It is not available for non-residential property, property held through a trust, or rental income derived through a partnership.
What the two tax methods include

Deemed: deduct 15% of gross rent plus qualifying mortgage interest. Do not add actual expenses again.

Actual: deduct qualifying actual expenses and mortgage interest. Supporting records should generally be retained for at least five years. Capital improvements and mortgage principal are not deductible.
